English as a Second Language services are provided to students who indicate a language other than English as an answer for any one of the three questions found on the Home Language Survey (HLS). The questions on the HLS include:
- What is the first language your child learned to speak?
- What language(s) does your child speak most often at home?
- What language(s) is/are spoken most often in your home?
If a student is identified as a PHLOTE (Primary Home Language Other Than English) using the HLS an assessment process is initiated.
A student's Cognitive Academic Language Proficiency (CALP) levels in the English Language are initially assessed using the Woodcock Munoz Language Survey. If necessary, the Idea Proficiency Test is also administered to gather more detailed information. In addition to these two formal methods of CALP assessment other methods of assessment may also be considered including formal and teacher designed testing, classroom grades, and teacher observations and comments. Based on the assessment results a determination is made about the student's qualifications as an English Language Learner (ELL).
If a student is determined to be an ELL a program of study is devised based on the theory of Natural Learning. A multimodal variety of instructional methods are utilized including computer, group, one-to-one, and written work to meet the individual needs of the student. The amount of time a student receives services each week is based on English fluency level.
